4月1日より、既にご案内しましたオンライン申請がスタートします。これと合わせて、規程類の改定版の運用を始めますので改めてご案内します。
The online application and notification system starts on April 1 2021. Revised Rules of Business and related rules will be effective on the same day.
SG マーク認証制度は、安全性と使いやすさを基本として制定された SG 基準を基にJIS マーク認証制度と同様の検査・審査を行うことでその信頼性を担保しています。業務規程や SG マーク使用規程(従来の認証の手続き書)をより分かりやすく効果的にするため、JISQ1001 に準拠して整理することとし、昨年、12 月 28 日に改定案を公開しました。この改定案については、多くの方々に御覧いただき、ご質問やご意見をいただいております。ありがとうございました。いただいたご質問やご意見を踏まえて修正を加えたものをあらためて公開いたします。SG マーク認証制度をさらに分かりやすく、使いやすく、信頼性の高いものとするために改善を続けてまいりますので、ご質問、ご意見をお寄せいただければ幸いです。
SG Mark Certification Scheme ensures the reliability by conducting similar testing and inspection as those of JIS Mark Certification based on the SG Standards which are established seeking both the safety and easiness of use of the products. To make the CPSA Rules of the Business and the Rules of Using the SG Marks easier to understand and more effective, they were restructured following the JISQ1001 and the first drafts were published on December 28, 2020. Since then, CPSA has received many comments and questions from various parties which CPSA is much obliged. The set of Rules published today are the revisions of the drafts considering these comments and questions. CPSA continues to improve the SG Mark Certification scheme to be easier to use and more reliable and appreciates continued engagements of all parties and welcome their comments and questions.
オンライン申請は、申請者の利便性と手続きの効率性、正確性を高めることを目的としてあらたにシステムを構築したものです。是非、ご活用いただければと存じます。ご不明な点や支障が見つかった場合はご連絡ください。速やかに対応いたします。引き続き紙媒体での申請や届出を受け付けますが、ペーパーレス化を進める観点で、2021 年 10 月1 日以降は一件当たり 1 万円の追加の手数料を申し受けますのでご理解賜りますようお願いします。
The major objective of the new system is to improve the easiness to use, efficiency of the procedures and accuracy of processing. CPSA strongly encourages the applicants to use the online system. Please kindly ask or inform the CPSA any questions or troubles you may have. CPSA tries to address the problems as soon as possible. CPSA continues to receive paper form applications and notifications, however, charges 10,000 yen per application or notification as of October 1, 2021 to facilitate paperless processing of business.

The Rules and the related documents published today are the followings. Please confirm each document from the links shown in the special page of the web.
1.業務規程(CPSA Rules of Business)12 月 28 日に公開したものにご指摘いただいた誤りの訂正の他、オンライン申請の導入とペーパーレス化を踏まえて関連条文に修正を加えております。参考として英語の対訳をつけてあります。
Corrections are made in response to the comments and questions on the draft and in response to the introduction of the online system and paperless processing of business. English translation is for reference.
2.SG マーク使用規程(Rules for Using the SG Mark)オンライン申請の導入に伴い、申請時に SG マーク使用規程に承諾をいただくことによりこれまでの書面による契約締結は省略いたします。SG マーク使用規程は、登録工場用、ロット認証用、ロット認証で自社印刷をする業者用の3種類があります。それぞれについて参考として英語の対訳をつけてあります。
With the introduction of the online system, applicants are requested to agree on the Rules for Using the SG Mark and by thus contracts in paper are omitted. There are three Rules of Using the SG Mark; first for the registered factory or plant, second for certification of products by “Lot” and the last for certification of products by “Lot” in case the applicant prints or engrave SG Marks on the products. English translations are included for reference.
3.認証制度の手続きの案内(Procedural Guidance of Certification)SG マーク認証を得るための案内は、これまで、個別品目ごとに用意されていた「認証の手続き書」にかかれていましたが、全体に共通する部分を抜き出して分かりやすく解説するためにあらたに「認証制度の手続きの案内」を用意しました(英文版は追って用意します)。これに伴い、今後、品目別の「認証の手続き書」は、SG マーク使用料や検査のための試験項目、委託検査機関などその品目に特有の情報のみを記載した「認証の詳細」に変えることとし、必要な情報をすっきりと整理してご提供することとしました。個別品目ごとの「認証の詳細」は順次用意してまいります。
The Procedural Guidance of Certification is compiled from the “Procedural Guidance of Certification for Specific Product” to explain the procedures easily. The existing “Procedural Guidance for Certification for Specific Product” will be shortened to include only specific issues to the product such as the commission of SG Mark, items for testing, and the entrusted testing body, and is named “Details of Certification.” The Details of Certification for each product will follow soon.
4.手数料規程(Guidance of the Fees)手数料についても、これまで「認証の手続き書」に書かれていたもので全品目に共通するものを抜き出して分かりやすくまとめて「手数料規程」としてお示しすることといたしました。手数料は、2021 年度に関しては、ペーパーレス化を促進するために 10 月以降、紙媒体での申請・届出については事務処理のための追加費用として 10,000 円を申し受けますが、その他の変更はありません。実質的な変更は 2022 年度から予定しており、現時点での考え方をお示ししています。ご質問、ご意見があればお寄せください。
The explanations on the common fees are extracted from the “Procedural Guideline for Certification of Specific Product” and compiled to be the Guidance of the Fee. There will be no substantial change in FY 2021 except for additional charge of 10,000 yen for processing a paper-based application and notification starting on October 1, 2021 to facilitate online application and
notification. Substantial changes are planned from 2022 and the plan at now are shown in the document. Questions and comments are welcome.
